THE PEBEC MANDATE

To deliver Nigeria’s business environment reform, with the dual mandate to remove bureaucratic and legislative constraints to doing business and to improve the perception about the ease of doing business in Nigeria
Micro, small and medium enterprises (MSMEs) make up more than 90% of all registered businesses in Nigeria. These MSMEs provide about 84% of jobs and contribute just under 50% to the GDP of the economy. However, these businesses face multiple challenges that hinder their contribution to inclusive growth.

The Presidential Enabling Business Environment Council (PEBEC), established in July 2016 by the Federal Government to oversee Nigeria’s business environment intervention and chaired by His Excellency, Vice President Kashim Shettima GCON, is tasked with the dual mandate of removing bureaucratic and legislative constraints to doing business and improving the perception of the ease of doing business in Nigeria with a view to reducing the:

in starting and running a business, and increase efficiency.
  • The PEBEC’s model is in line with global best practice and includes a strong performance tracking element measured by our homegrown Ease of Doing Business Index (DBI).
  • Since Inception, Nigeria moved 39 places in the World Bank Doing Business having implemented over 150 reforms in the business environment between 2016-2019.

  • The 2018 Global competitiveness Report, the World Economic Forum (WEF) recognized Nigeria’s business environment as one of the most entrepreneurial in the World.

  • Nigeria has implemented more than 180 business climate reforms since the inception of the PEBEC in 2016 to make doing business in Nigeria easier 32 Nigerian states improved their ease of doing business environment.

  • Nigeria was named one of top 10 most improved  economies in the world for the 2nd time in 3 years.

  • Deployment of Company Registration Portal thereby reducing time and cost for registering companies.

    • An independent Ease of Doing Business (EoDB) survey adjudged Nigeria’s reforms as impactful in terms of reduction in time, cost and procedures of doing business.

In 2016, President Muhammad Buhari established the Presidential Enabling Business Environment Council (PEBEC). 

Over the last seven years, our visionary team dominated by young Nigerians from both private and public sectors led by Dr Jumoke Oduole. have designed and implemented a series of reform initiatives at the federal level with measurable success. Among other tools and strategies, the team developed a homegrown 60-day accelerator – our National Action Plans (NAPs) – to implement priority reforms by select Ministries, Departments, and Agencies (MDAs) for each annual reform cycle.
The PEBEC Secretariat supports about 15 priority public-facing agencies and currently tracks the performance of 53 MDA.

This is in support of Executive Order OOl on Transparency and Efficiency of public service delivery to the business environment as well as ReportGov.NG, the Council’s feedback mechanism.

The PEBEC since its inception, has achieved the delivery of over 190 reforms and completed seven National Action Plans (NAPs) geared towards improving the Nigerian business environment. These successes are anchored on the collaboration amone all stakeholders.

An embodiment of review select existing laws relating to business facilitation in a single legislation and Specialized fast-track courts established within existing structure of Magistrates Courts, designated to provide claimants with an accessible, inexpensive, and speedy resolution platform for simple and liquidated debt recovery disputes

Strategic Communications

Ensure that MSMEs and every relevant stakeholder is aware of the reforms to improve the business environment in Nigeria
