Supporting Economic Growth And Development

The Presidential Enabling Business Environment Council (PEBEC), in collaboration with the Kano State Urban Planning and Development Authority (KNUPDA)/Kano State Geographic Information System (KANGIS), worked closely to simplify and ease the administration processes for registration of titles to property in Kano state. Reforms including centralization of payment, reduction of time for Government's consent, digitization of land title records and cadastral mapping were implemented to eliminate delays and rent-seeking opportunities as well as fast-tracking and simplifying the process of registering property in Kano State.

Governor's Consent now obtainable within 7 days
  • The Governor's signature is no longer mandatory for the Governor’s Consent, as it has been delegated to the Office of the Honourable Attorney General of Kano State.
  • Timeline to obtain approval has reduced from 30 days to 7 days

There is a unique file identification number for client files in the Lands Bureau
  • The Lands Bureau and the Office of the State Surveyor General (OSSG) office can easily access, process and track client files based on a single unique file identification number

Online payment for property registration fees
  • No physical visit to the office is required to make payment for property registration fees. This can now be done easily online via www.ksblm.com.ng

Digitization of land title records and availability of required information online
  • The Kano State Bureau for Land Management (KSBLM) computerised its records and has published on its website all critical information required for acquisition and transfer of property, schedule of fees and other important information

Introduction of the Systematic Land Title Registration
  • There is an automated process for registration, including the rapid capture of properties at the Land registry that covers over 80% of the Kano Metropolis

Independent dispute resolution mechanism to resolve land disputes
  • Land disputes are no longer handled internally through the KSBLM department for Disputes, Complaints, Investigation and Verification Department, but are now handled by the Kano State Public Complaint and Anti-Corruption Commission to effectively resolve issues relating to land disputes
